Penney explores political meaning through decorative approach. Between 2001 and 2012 she visited New York twelve times and found herself being drawn to the systems and patterns of the urban landscape and daily migration across the city. In her tapestries, Penney overlays across the intersection a series of gold horizontal lines symbolising pedestrian crossings which divide up the crossroads into two sections. Gold has traditionally been used in tapestry to symbolise wealth and power. This same meaning is used in Penney’’s work. The crossroads in turn represent decision making, so what appears at first glance to be purely decorative when unpicked uncovers a deeper meaning.
